MOIG/REMPEC workshop, 11-12 May 2009
One of the key outcomes of a workshop organised by the Mediterranean Oil Industry Group (MOIG) in Malta in May 2007 was that a joint Government/Industry Workshop should be organised to exchange information on the status of preparedness for marine pollution in the Mediterranean Region. A joint Steering Committee comprising representatives from MOIG and the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC – the regional centre representing governments) has been established to plan this event.


Black Sea Regional Training Course and Exercise Planning, 9-13 March 2009, Constanta, Romania
IMO is organizing an OPRC level 3 training course for the Black Sea littoral States, in conjunction with the Romanian Authorities. This will be followed by two days of planning for the second regional DELTA oil spill exercise, due to take place in Romania in the third quarter of 2009. This exercise is in the frame of the Bucharest Convention and the Black Sea Contingency Plan. The Black Sea Commission and OSPRI will engage with the planning process, looking to maximise the benefits to the region from the biennial event.


National Oil Spill Contingency Planning session in Gabon, 25-27 November 2008
A test of the National Oil Spill Contingency Plan was conducted through a table top exercise. The exercise emphasized the need to review the plan and test it more regularly to improve the emergency procedures in place. Delegates from the oil producing companies (Total, Perenco, Marathon, Adax, SGEPP) and the government (Environment, Hydrocarbures, Customs, Immigration, Navy, Merchant Marine. Ports, etc.) agreed on an action plan and agreed to meet again in January 2009 to start its implementation. The oil industry focal points provided good input for the workshop and facilitated practical discussions on effective oil spill response.


OSCE National Workshops in Kazakhstan and Georgia, October and November 2008
National oil spill workshops were held in Aktau (Kazakhstan) and Batumi (Georgia), facilitated by the Organisation for Security and Co-operation in Europe (OSCE). There was excellent participation by key government Ministries and agencies, along with OSPRI, at both workshops. In Aktau, a consensus was reached on the need for further development of the national plan, including alignment with the regional cooperation mechanisms under the draft Oil Pollution Incidents Protocol to the Tehran Convention. In Batumi a road map was agreed for the finalization and implementation of national plan.


GI WACAF Regional Workshop, 10-14 December 2007, Pointe Noire, Republic of Congo
IPIECA and the IMO organised the second Regional Workshop for the Development of an Action Plan for the IMO-IPIECA Global Initiative Project for West and Central Africa (GI WACAF), and Workshops on the OPRC HNS Protocol and on Liability and Compensation, which were held from 10-14 December in Pointe Noire, Republic of Congo. MOIG Technical Session, November 2007
A technical session organised by the Mediterranean Oil Industry Group (MOIG), and hosted by JANAF Adriatic Pipeline, took place in Zagreb, Croatia from 12-15 November. An OSR demonstration was given by the Croatian Port Authorities, and the Annual General Assembly Meeting met at the end of the session. IPIECA gave a short speech on the work of the Global Initiative at this event.


Shanghai International Maritime Forum, 7-8 November 2007
The Shanghai International Maritime Forum 2007, organised by the Maritime Safety Administration of the People’s Republic of China and the Shanghai Maritime Safety Administration, took place from 7 - 8 November 2007 in Shanghai, China. This Forum brought together senior officials from international organisations, NGOs, governmental agencies, maritime industries, and worldwide experts in the field of oil transportation, emergency response, insurance, oil pollution compensation etc. Various topical issues related to Global Focus on the Oil Transportation and Marine Environment Protection were addressed, such as high quality management of oil transportation by ships, the implementation of international conventions related to marine environment protection, emergency response strategy to serious incidents and accidents, clean-up techniques, or legal issues on liability and compensation and so on.


IPIECA Attendance at TCC 57, June 2007
The 57th session of the IMO Technical Cooperation Committee was held in London from the 18-21 June 2007. Representatives from the IPIECA Secretariat attended this meeting, and gave a report (Word, 38KB) on the achievements of the Global Initiative, particularly with regard to Africa through the GI WACAF Project; plans for strengthening oil spill preparedness in East Asia were also discussed.

The IMO Secretariat put together a document titled ‘Partnerships for Progress’ (PDF, 199KB) for the meeting, which provides information on the status of the IMO regional co-ordination scheme in Africa and in East Asia, as well as on contributions made by partnership arrangements with regional organisations and national governments and institutions towards the delivery of the Integrated Technical Cooperation Programme (ITCP).


IPIECA co-convened Oil Spill Workshop at EAS Congress, China
Joint with EARL and NOWPAP MERRAC, IPIECA co-convened a regional oil spill workshop at the East Asian Seas Congress held in Haikou City, China, 12-16 December 2006. The Congress was hosted by PEMSEA and dealt with all aspects of sustainable development, with particular emphasis on regional cooperation and public private cooperation. IPIECA chaired a session and also presented on regional Global Initiative arrangements in other parts of the world. At the end of the workshop, IMO and IPIECA jointly presented a series of recommendations for the region to a regional ministerial forum.

Global Initiative (GI) WACAF Report Released
The official IMO/IPIECA report of the GI West and Central Africa (WACAF) launch and associated workshops (Libreville, 24th-28th April) has now been released and is available for download below. The report summarises proceedings at the official launch and outlines main elements from the seminar on the OPRC-HNS protocol and other relevant IMO Conventions; and the IMO Regional OPRC Level III Course. The report also summarises the key outcomes from the GI WACAF workshop which involved both one-to-one consultations with government and industry delegates; a working group session and individual action planning. The GI WACAF Project Action Plan contained in the final chapter of the report comprises a set of generic building blocks to be drawn upon by the project partners in planning next steps for the GI WACAF project.

IPIECA regional workshop at Spillcon 2007
70 delegates from across the East/South East Asia Region and from around the world attended the "IMO/IPIECA Regional Workshop on Oil Spill response and preparedness in the East Asia Seas region" on Monday 26 March in Perth, Australia. The delegates were a good mix of governments and industry, national oil companies and international oil companies, and members of the international oil spill community, in short, the right people to thrash out the issues of preparedness and response in East Asia.

The workshop was organised under the Global Initiative partnership and addressed the question of what practical steps could be taken to strengthen preparedness, response and cooperation in the region. The workshop was chaired by Chris Morris (IPIECA) and the keynote address was provided by Miguel Palomares, Director of Marine Environment Division, IMO. The morning session was made up of stakeholder assessments of risk and preparedness in the region and the strategies that have been developed to address the risks identified. The afternoon session gave delegates an opportunity to contribute their suggestions through facilitated break out discussions structured around the ‘six elements of preparedness’.
