Arpel, IMO and Ipieca sponsored the updates to the Arpel Readiness Evaluation Tool for Oil Spills, RETOS™ and its transition to a web-based application as well as its accompanying RETOS™ Oil Spill Response Planning and Readiness Assessment Manual V 3.0.
These organizations also developed the International Guide for the Assessment of Oil Spill Response Planning and Preparedness with the support of internationally recognized institutions and international oil companies.
Together, these three tools provide a comprehensive set of criteria for industry and governments to assess their level of oil spill response planning and preparedness.
Since its development in 2012, RETOS™ has been used by governments and industry in over 100 countries worldwide.

Dr. Elliott Taylor
Principal and Sr. Scientist | POLARIS Applied Sciences, Inc.
Dr. Elliott Taylor has a PhD in Oceanography from Texas A&M University and is a Principal and Senior Scientist with Polaris Applied Sciences, Inc. Dr. Taylor is recognized as a leader in oil spill response preparedness, development and implementation of contingency plans, and technical support for environmental issues in oil spill response. He has over 35 years of experience in oil spill response and was a technical advisor for the shoreline response programme on the Deepwater Horizon spill. He has managed the preparation of comprehensive spill preparedness programs for international operations in North and South America, Africa, Middle East, and Russia.
Dr. Taylor is on the IMO roster of technical experts and consultants for oil spill response having led international IMO/OPRC workshops and activities in training, planning, and response capacity assessment in the Caribbean, South and Central America, the Mediterranean region, and Africa. His work with the American Petroleum Institute, ARPEL, IMO and Ipieca has led to the international oil spill planning and readiness assessment programme (RETOS) and to the recent updates of the application, the RETOS Manual, and the accompanying International Guide.
Miguel Moyano
Senior Managing Director | ARPEL
Mr. Miguel Moyano is the Senior Managing Director of ARPEL. The areas under his responsibility in ARPEL since 1991 include Oil Spill Contingency Planning, Exploration and Production, Refining and Fuels, Pipelines and Terminals, Environment, Health and Safety Management, Sustainable Management and Energy Transitions, among others.
Miguel is author and co-author of over 200 industry technical documents, several of them utilized in oil and gas companies’ management systems and as a reference to develop industry regulations in the Region.
He obtained his degree in Chemical Engineering at the University of Uruguay. Later, he obtained a Diploma in Marine Pollution Chemistry at Liverpool University, England and a Master in Business Administration in Oil and Gas from the Middlesex University, England.
