Oman Energy Association (OPAL) is a non-governmental, non-profit organisation representing Oman’s energy and minerals sector.

Established in 1998, OPAL unites more than 520 member companies with a shared vision to promote industry standards, address common challenges, and exchange best practices.

Its vision is to be the voice of the industry inspiring capable and resilient businesses to sustain prosperity in Oman’s energy and minerals sectors. Its mission is to serve member companies by promoting ‘synergies’, ‘in country value creation’, and ‘capacity building’ to enhance the sustainability of the energy and minerals sector and strengthen the national economy.

Sustainability is embedded across OPAL’s strategic direction and priorities, which is driven by four core departments:

  • HSE and standardisation: leads health, safety, and environment (HSE) standardisation and digitalisation across the sector, coordinates with operators and government bodies, and promotes knowledge sharing through events and studies
  • Quality and accreditation: enhances compliance and service quality through initiatives like the OPAL STAR, conducting audits and developing standards to ensure operational excellence
  • Human capital development and CSR initiatives: develops national workforce capabilities through National Occupational Standards, training programmes, and skill certifications while driving in-country value and CSR initiatives
  • Member network management: strengthens engagement with OPAL members, supports collaboration across the energy and minerals sector, and oversees communications, events and committees
